Welcome to the FF XVI how to unlock the Echoes of the Fallen and The Rising Tide DLC quests guide. If you finished the base game on New Game+ and did not complete the side quests during that playthrough, the new Echoes of the Fallen quest was locked and the game does not do a good job walking you through the prerequisites. It simply says you need to complete Where There’s a Will and Priceless, but there is more to it than that.

Unlock the DLC Quests
When you first launch Final Fantasy XVI after installing the Echoes of the Fallen or The Rising Tide DLC, the game will inform you that you need to complete Where There’s a Will and Priceless to access the content. Unfortunately, there are additional prerequisite steps that they fail to mention. Here is a step-by-step guide to help you quickly access the DLC if you did not complete all the side quests on your final playthrough.
Phoenix, Heal Thyself
Start off by talking with Jote in the Hideout Infirmary and accept the Phoenix, Heal Thyself quest. Then, fast travel to the Three Reeds stone just northeast of the Hideout on the world map. Follow the quest marker, defeat the enemies, and collect the 3 stonawort petals nearby. Return to Jote to complete the quest.
Where There’s a Will
Next, talk with Joshua between the boarding and main decks in the Hideout to start the Where There’s a Will questline. Fast travel to the Tabor stone southeast of the Hideout on the world map and enter the building behind you to talk with Cyril. Then, head up the stairs and speak with Cyril’s Guest. Fast travel to The Gilded Path stone to the southeast and defeat Simurgh. Once the creature is slain, return to Cyril’s Guest by fast traveling to Tabor, and she will craft bracers. Exit the room to speak with Cyril. Now, fast travel to Hawk’s Cry Cliff to the west of the Hideout on the world map. Once there, visit the father’s grave and complete the quest.
Cut from the Cloth
Next, head back out to the boarding deck and talk to Hortense to start Cut from the Cloth. Fast travel to Northreach to the northeast of the Hideout on the world map and speak with Draper in the market. Then, fast travel to the Caer Norvent Glorieuse Gate stone and follow the quest markers to obtain the fabric. Complete the quest with Hortense and choose any fabric for Jill.
Priceless
Return to your quarters and read the letter “Concern for Jill” which will start the Priceless questline. After speaking with Joshua, fast travel to Hawk’s Cry Cliff just west of the Hideout on the world map. Once the brief cutscene completes, return to the Hideout and talk with Frederica in the gardens out back. Travel back to the Northreach fast travel stone and head toward the shore to the northwest.
Finish clearing the enemies near the meadow and return to base to talk with Jill on the balcony of your quarters. After the quest completes, you will see a popup stating that the DLC is now unlocked. Return to the Hideout and speak with Charon on the main deck to officially start the Echoes of the Fallen expansion or read the unmarked missive in Clive’s Chambers for The Rising Tide.
